Job Description

An independent Budget Manager performs his or her tasks and obligations. All grants, procurement, budget preparation, Administrative Review Committee (ARC) contracts, and travel and purchase card authorization are overseen by the Budget Manager, who represents the State’s Attorney in public meetings, council sessions, and legislative hearings. In order to discuss management challenges, the current director meets with other agency directors, deputy directors, elected and appointed authorities.

Qualifications:

  • Support the designated divisions by working with the OMB and the OF on a variety of operational and financial issues as well as grant processing.
  • Budget research and analysis, as well as forecasting of future resources, are the primary responsibilities of the budget analyst.
  • Monitors workload, special projects, and assignments to ensure that quality and timeliness requirements are followed, and meets with employees on a regular basis to discuss and resolve priorities, workload, resource allocation, technical concerns, and performance evaluations.
  • Prepares a composite budget, gathers budget data from departments, and prepares a proposed budget plan, as well as advising departments on appropriate budget levels.
  • On all topics relevant to departmental budgetary operations, serve as a liaison between the department and the VP&S Office of Budget. Assist the Departmental Administrator with the finalization of the budget narrative.
  • Assumes extra responsibilities and duties that are not explicitly stated in the job description, but which fit within the broad occupational category and responsibility level generally associated with the employee’s class of work
  • Respond to requests for information about assigned program areas from a variety of internal and external sources, and coordinate with stakeholders as needed to provide accurate and timely responses.
  • Establishes and maintains budget development standards, rules, and calendars; publishes the final, authorized City budget; oversees the City’s yearly budget creation and review procedures; handles the production of operational, performance, and Capital Improvement Program (CIP) budgets.
  • Preparing short and long-term financial predictions and multi-year budget models, as well as identifying possible concerns with budget management and making suggestions for planning modifications, bonding possibilities and budget changes are the responsibilities of this role.
  • For either a short- or long-term assignment, the incumbent must integrate into a department’s operational team and establish rapport, as well as establish analytical criteria to assess performance consistently and efficiently. It is critical to be able to establish and adhere to deadlines.

Skills:

  • A minimum of four (4) years of professional management experience in budget and grant preparation/administration is required to be considered for this position.
  • Flexible work arrangements, whether from home, on the road, or in a regular office setting.
  • In order to be considered for this position, you must have a minimum of three years of experience in a similar position; excellent organizational and people skills; good communication and writing skills; the ability to work in a fast-paced environment and be self-motivated; and the ability to work and develop others as a team. The ability to work with Microsoft Office (including Word, Excel, and Publisher), as well as graphics/desktop and Internet tools, is advantageous.
  • Working with big datasets and using integrated software solutions and business intelligence tools demands a good aptitude for and experience with large datasets.
  • The ability to handle the financial and budgetary affairs of a large organization with an understanding of public sector financial theories and ideas as well as best practices.
