Payroll administration, payroll audit, and best practice payroll procedures are all performed by the Payroll Analyst. Compile, evaluate, and record payroll and associated problems to discover systemic difficulties or mistakes. Answer internal and external payroll questions. Prepare information for external and internal auditors and support internal payroll audits. Reconcile all tax and unemployment responsibility accounts, examine discrepancies, and provide remedies. Responsible for quarterly and year-end payroll tax reporting, research, and resolution. Work with low supervision and considerable discretion. Trains department workers and handles payroll escalations.

Qualifications:

  • Do a variety of technical and confidential tasks related to processing and managing employee payroll. Keep a variety of complex and confidential accounting and bookkeeping records about salary payments and deductions.
  • Responsible for initiating, monitoring, processing, and auditing the organization’s biweekly payroll runs. Before going on to the next phase in the processing, set up each task, audit the outcomes, and examine mistakes to decide remedial action and balance.
  • Check with staff to make sure data is correct and meets policy and procedure. Determine whether changes are needed and apply them to ensure compatible reports/systems.
  • Directly collaborate with HR staff on monthly payroll operations such as contract pay, BenefitFocus processing, termination lump sum payments, employee termination eforms, additional pay eforms, and overpayment/underpayment analysis and resolution.
  • Respond to state and federal client requests. Fill the ADHOC reports correctly. Publish month-end, quarterly, and annual closing payroll reports; review transactions, fix errors, and make relevant remarks and/or recommendations as needed before distribution to internal/external clients (not including CSMC management).
  • When transfers, promotions, demotions, full-time or part-time changes, and status changes are entered into the system, determine whether modifications are needed to shift workers into and out of various pay plans.
  • Tax, social security, unemployment insurance, and retirement contributions are all included in the payroll for all District employees. Every employee in the district should have up-to-date records for taxes, benefits, membership fees, and other deductions. Make adjustments to the tax loads if required.
  • In addition to interacting with customers, resolving issues, and inconsistencies, and providing technical expertise, you must also be able to communicate effectively.
  • Produce salary and benefit cost predictions for budgeting and collective bargaining; maintain accurate payroll expenditure balances for budgeting; and create a detailed control sheet for each payroll cycle.
  • Communicate with business users to find out and explain their business needs, turn those needs into system functions, and offer suggestions to make sure the system works as well as possible.

Skills:

  • Level 2 demands a minimum of three and a half years of relevant analytical and reporting expertise, whereas Level 3 requires a minimum of five and a half years of such experience, including garnishment processing.
  • payroll processing from time entry to final payroll tax payments Ability to work with SAP and experience with computerized payroll systems are also needed qualifications.
  • You must have a bachelor’s degree in accounting or business, or an equivalent combination of education and experience, which would encompass many of the qualifications stated below. For the most part, education and experience are sufficient to meet most of the criteria.
  • It’s suggested that you have time-reporting experience. Experience with union contracts is preferred but not essential. Excellent verbal and written communication skills, as well as interpersonal skills.
  • 2-4 years of relevant experience in an analytical position employing Workday; specialized familiarity with any of the following Workday modules is highly desirable: Human capital management (HCM), payroll, benefits, compensation, recruitment, and education all fall under this broad category of HR services.
